The Akwesasne Mohawk Casino, operated by the St. Regis Mohawk Tribe in Hogansburg, Franklin County (unit formed 4/1/99, facility opened 4/5/99), the Seneca Niagara Hotel & Resort, operated by the Seneca Nation of Indians in Niagara Falls, Niagara County (unit formed 1/16/03, facility opened 12/31/02). The Seneca Nation’s casino-rev share payments to the City of Niagara Falls have dried up, and the city will be broke by December, according to an audit published by the state Comptroller’s Office. The casino in Niagara Falls is reopening under Seneca Gaming Corporation’s first phase of their reopening plan. Seneca Buffalo and Seneca Allegany remain closed to the public but are scheduled. Mark your calendar! Seneca Niagara Casino to begin phased reopening June 18th. The Seneca Nation has now opened two of its three casinos after gaming operations were shut down due to the COVID-19 pandemic. Seneca Niagara Resort & Casino in Niagara Falls was the first to open.

Seneca Niagara Casino & Hotel is a casino in Niagara Falls, New York. It was built by the city to compete with Casino Niagara and Niagara Fallsview Casino Resort in Niagara Falls, Ontario. Formerly known as the Niagara Falls Convention and Civic Center, it was taken over by the federally recognized Seneca Nation of New York.

The casino floor has an area of 147,000 sq ft (13,700 m2) with 99 gaming tables and 4,200 slot machines. It is the largest hotel in New York state outside of Manhattan.

The Seneca Niagara Casino opened in 2002, the result of an $80 million transformation of the Niagara Falls Convention and Civic Center into a full-service casino. It features 82,000 square feet of gaming space with 2,595 slot machines and 91 table games.[1]

The Seneca Niagara Casino & Hotel is home to the Seneca Niagara Events Center, a 2,400-seat theater that has hosted various performing artists, including Stevie Nicks, Tony Bennett, Aretha Franklin, Martina McBride, Trace Adkins, Lewis Black, Lisa Lampanelli, Steely Dan, Heart, Steve Miller Band, Huey Lewis and the News, Gretchen Wilson, Air Supply, Smokey Robinson, Diana Ross, Blondie, Jeff Foxworthy, Jay Leno, The Moody Blues, Grand Funk Railroad, Cheap Trick, Jim Gaffigan, New Kids on the Block, Seth Meyers, The Pointer Sisters, Chicago, The Go-Go's, Bobby Vinton, Tracy Morgan, Jackson Browne, Frank Caliendo, Michael Bolton, Alanis Morissette and more.

In addition, the Seneca Niagara Casino & Hotel has the Bear's Den Showroom, a 440-seat theatre that presented more intimate shows, such as The Goo Goo Dolls, Eddie Money, The Grass Roots, Lou Gramm, Gary Lewis and the Playboys, Little River Band, Mary Wilson, Richard Marx, and more.

Expansion[edit]

In February 2008, the Seneca Gaming Corp. announced the expansion of the Seneca Niagara Casino & Hotel Property. It will add more hotel rooms, and other amenities.[citation needed] It acquired Fallsville Splash Park, located next to the Seneca Niagara Casino, which was condemned by the State of New York and transferred to the Seneca Gaming Corporation. It was demolished for Phase 2 of expansion of the Niagara Falls casino.

Legal Issues[edit]

Adjacent properties owned by Seneca Gaming Corp.[edit]

Adjacent properties owned by the Seneca Gaming Corporation are not located on Seneca territory owned by the Nation, therefore it is technically illegal to put slot machines or provide for gambling. The Splash Park Property where Phase 2 of expansion is to take place is also located on non-sovereign land.

The former Convention Center is located on sovereign land, and the casino is operated by Gaming Corporation.

Taxing of non-sovereign adjacent properties owned by the Gaming Corporation[edit]

Use of the surrounding area adjacent to the Seneca Niagara Casino by the Seneca Nation for gaming has been the subject of a class-action lawsuit filed by attorney John Bartolomei in October 2010 on behalf of Fallsite LLC and residents who are angry over a 4% tax hike to be passed in 2011. The Seneca Niagara Casino is located on sovereign land owned by the Seneca Nation of Indians.

But, the land adjacent to the casino, including parking garages adjacent to Niagara St., the site of a former Pizza Hut on the corner of Niagara St. and John B. Daly Blvd., the Holiday Inn property on the corner of 3rd Street and Duggar Drive, the former Niagara Aerospace Museum in between 3rd and 4th Streets and Niagara Street and Wendel Way, the former E. Dent Lackey Plaza (now a parking lot) in between Wendel Way, Duggar Drive, 3rd Street and 4th Street, former private homes on 5th and 6th Streets, and the Splash Park Property on the corner of Falls Street and John B. Daly Blvd, are owned by the Seneca Gaming Corporation. The Seneca Gaming Corporation is non-sovereign and therefore taxable, but was left off the city tax rolls. If taxed, the corporation would be the largest payer of taxes in the City of Niagara Falls.[citation needed]

Is there a Dress Code at the Casino?

Shirts and shoes must be worn. Clothing or other material that displays a message considered to be obscene, offensive, intimidating or threatening, or otherwise negatively impacts the enjoyment of the casino for other patrons is not permitted.

Is there transportation provided between Casino Niagara and Fallsview Casino Resort?

Yes. There is a shuttle service that runs daily from 5PM – 2AM with pickups approximately every 30 minutes. Patrons can ride the shuttle bus for free by showing their Players Advantage Club card OR a partner hotel key card. For more information, please visit the Casino Shuttle page.

Alternatively, taxis are available for customers to hire. If one is not at the Casino, a Door or Valet attendant can arrange a taxi to be dispatched. During the summer months, City transit service is available from Clifton Hill to Murray Hill in close proximity to both properties.

Toronto is approximately 90 minutes away from Casino Niagara. Buffalo is approximately 45 minutes away from Casino Niagara.

How old do you have to be to enter the Casino?

To enter the casino you must be 19 years of age or older.

Security will request ID from patrons who appear under 30 years of age. Patrons who appear 21 years of age or younger will be asked to present two pieces of ID. Please note: the Casino will only accept valid Government issued photo identification for the purposes of determining age or identity.

Is everyone eligible to win a prize?

OLG is required to restrict several classes of individuals from playing or winning prizes, as mandated by our regulator, the Alcohol and Gaming Commission of Ontario (AGCO). This is consistent with the public’s expectation that these classes, including those who are underage and self-excluded, should not gamble at a Gaming Site.

The classes of persons not eligible to receive a prize include:

  • An individual under the age of 19;
  • Self-excluded individuals;
  • An individual that has been restricted from accessing the Gaming Site or gambling at the Gaming Site as a condition of a court order;
  • An individual that has been excluded from the casino by the AGCO;

Are alcoholic beverages available 24 hours at the Casino?

Alcohol service is available from 11am until 1:50am daily. LEV2L Sports Bar and Entertainment, located on the Casino gaming floor will serve alcohol from 9am to 2am daily. Non-alcoholic beverages are available 24-hours each day.

Are children allowed on property?

Children are permitted on property but must be 19 years of age or older to enter the Casino Floor, including all dining options (with the exception of Perks Café).

Do you allow pets?

No, pets are not allowed with the exception of certified service animals.

Who is prohibited from accessing the Casino?

The following individuals are prohibited from entering the gaming areas at Niagara Casinos:

Any of the above-noted individuals identified attempting to enter the casino or identified on the gaming floor will be removed from the gaming premises by casino security or the police, and will be subject to Niagara Casino’s Trespass Policy and any related charges/sanctions applicable by law.

  • Officers, members of the board of directors, or employees of OLG, unless they are within the description set out in subsection 22(6) of Ontario Regulation 78/12 (i.e. they are registered as category 2 gaming assistants or otherwise not required to be registered by the AGCO).

Any of the above-noted individuals identified and found participating in gaming will be removed from the premises by casino security or the police, and subject to Niagara Casino’s Trespass Policy and any charges/sanctions applicable by law.

What are the rules for alcohol on the gaming floor?

Yes. Video surveillance is used for security, regulatory compliance and crime prevention/detection reasons and persons on the premises are subject to having their image captured. Facial recognition is also used to assist self-excluded individuals by identifying them if they enter the casino.
